Was Finland Punished for the Continuation War

Why is Finland not by event, decision or focus made to join the axis by the start of barbarossa(or make it participate as a separate entity)? It just feels a bit weird that Finland's part of the eastern front is totally forgotten in this case. For example, Hungary and Romania is "scripted" to join the axis and so forth but not Finland? I am not saying that Finland in anyway needs to be fixed through DLC but a simple event, decision or focus should be made so when one plays the game "historically" this will actually be achieved to a higher degree than today.

If this question has been asked before I am sorrry to bring it up a again. I could not find a thread about it when I searched for it.

I agree in spirit but the modded versions of the game I've played that do have a Continuation War led to some really undesirable AI behavior, namely the Soviets shuffling constantly and being unable to adequately prioritize the different fronts, and the Germans redirecting most of their tank divisions to the forests of Finland, i.e. the place with the worst terrain and supply on the Eastern front aside from the marshes.

But then we should not have a pacific war at all since the AI cannot handle that either very properly... Its not that I do not get what you are saying but I think it is a dumb thought to not include something that historically took place, and the reason being that the AI of the game cannot handle it(there is a lot the AI cannot handle in Hoi4 properly but it is still in the game). In general it should be included in Hoi4 as it is a game that covers the time period of 1936-48 with an historical option(which definitely should include Finland's war with the Soviets during 1941-1944).

In theory this would be a very nice edition to the game, but as someone else mentioned the AI isn't really up to par with handling the continuation war. Its probably a problem with front priorities but since the AI is just terrible at managing this it kind of breaks the entire front.

For example in my recent peaceful Hitler run where I just asked for everything nicely without starting any wars keeping the US off my back, the Allies (the US never joined) started winning against the Soviets as soon as it declared war on Finland because the Soviet AI places troops on all of the Axis (German Hungarian Romanian) borders, the Japanese border and even against Sinkiang. Britain even declared war on Scandinavia + Iraq which joined the Commintern assisting the Soviets but that didn't help either as the Soviets, despite having an overwhelming number of divisions are losing since the AI is so bad at prioritizing fronts.

I will also clarify that I would like to have paradoxs view on this matter since the answers you have given so far are mere speculations.

However I appreciate that you guys have taken the time to try and think of why the Finnish continuation war is not included.

So that PDX can make money selling DLC on content that, at least in a limited way, was there in all the release versions of previous HoIs.

That, and poor research on Finland in WW2.

Technically Finland never joined the Axis and the Russians started the Continuation War, but having Finland join in on Barbarossa would probably be the best way to handle the start of the war in-game.

Having a military access treaty with GER and a separate war started by SOV as soon as the Russo-German War starts would be more accurate, but I'm not sure how well the AI would handle that.

Finland would probably in most cases decided: 'there is this cool looking Axis faction at war with my enemy - Soviet Union, maybe I should join'. (AI speaking). One could prevent this by making Finland faction but then, it could result in all other weird stuff.
